The Commission brought together commissioners from academic, scientific, business and voluntary-sector backgrounds. They helped steer its work and often represented it publicly.
The Board oversaw strategy, programmes and finances. Staff in Whitehall, Edinburgh, Cardiff and Belfast carried out research, worked with government departments and supported the commissioners.
